Jed, please note that I am not a scholar in Quranic interpretation (ahli tafsir). I’m a layman who understands Quran based on my basic understanding. It is true what surah 8 verse 60 says. However, there are 59 more numbers before 60. In order to understand verse 60, one must read the verses before them (this is merely logical for a common Muslim like me - to read the WHOLE context and not only part of them). It is true that Allah commands as such, but for certain specific conditions/reasons. The basic teaching of Islam is that no blood can be spilled except for reasons ordained by Allah. Surah 8 verse 60 is about preparing Muslim with the necessary strength if attacked by the enemies. You have to read from at least verse 55 of the same surah to get the correct (basic) understanding.
For further info, I sincerely advice you to seek the opinion from scholars like Datuk Harun Din. Wallaahu a’lam.
